"A new hold was built in the Rift, in the shores of the Treva River. Houses were cheap and visitors from all over Tamriel were drawn to the new opportunities that awaited them there. This attention spanned beyond Tamriel, when Daedra, with unclear intentions, also set their eyes on the new hold, foreshadowing great perils for its common citizens."
